Women's Detention Facility - 7999 State Road Philadelphia, PA  The City of Philadelphia Prison System has faced a growing inmate population, which has increased from 5,000 in 1996 to 7,000 in the year 2000.  Presently Alta is overseeing the design and construction a new 768 bed women's prison which also includes medical, social, and instructional service facilities.  The estimated cost of the project is $39 million and it is scheduled for completion by the end of 2001.  As program manager for the City, Alta is managing the design professionals, the Construction Manager and multiple construction contracts.  Alta has assisted the City in finding solutions to cope with its expanding population.  Alta has been the lead consultant to the legal team representing the City of Philadelphia in long standing litigation before Federal Court.  In addition to adding capacity, Alta has negotiated contracts, on behalf of the City, with other jurisdictions that have provided long term housing for more than 300 inmates.  Alta has assisted the City in procurement of electronic monitoring systems that help reduce the need for incarceration.  Majid Alsayegh
